Respected Sir,

This is with reference to item No.4-03/2014 of four monthly meeting of Chief PMG, Odisha Circle with All India Association of Inspectors and Assistant Superintendents of Posts, Odisha Circle Branch.

This is regarding handling of sensitive examination materials which are booked through Insured Speed Post Articles. It is to point out that the Insured bags are being closed directly for the addressee instead of the concerned Postmaster in contravention of the rule.  The Bags containing Insured Speed Post Articles (sensitive examination materials) are being delivered without any role of the concerned Post Office.
Odisha Circle is engaging IPs and ASPs treating them as responsible official to escort the forward bags from Railway Station / Airport to the destination of addressee. Though they are ordered to escort, but they are made to handle the sensitive materials starting from receipt of forward bags from Railway Station / Airport till delivery to the addressee at the destination personally without any security which is not coming under their normal duties. It is also observed that these bags are being dispatched in such a way that the escort officers are made to receive the Bags on Saturdays and Sundays when the recipient office are closed leaving them with little time to take rest and to attend to family and personal matters. 
Though there is provision of bearing of cost of Transportation / cost of manpower / OTA / Honorarium / Escort / Security charges by the sender, the same is not projected by the Divisions / Circle properly. Particularly, extra remuneration for engagement of officials to escort is not projected properly and even though it is projected by some units but no amount is paid to them.

There is a discontent amongst the IPs and ASPs in this matter due to the above facts.
I, on behalf of this Association would like to request your good self to take into consideration the above facts to apprise the actual difficulties to the Directorate and not to engage the IPs/ASPs solely for the purpose.
